The plate is painted to look like water with a shark's head and tail coming out at you. The shark head has his jaws wide open, ready to eat up whatever tasty treat you have on that plate. And the tail is there to hang pickled ginger or other accoutrements that might go with your fancy dinner serving or it can be used to rest your chopsticks or other serving utensils against.
